Sticking with a contract with Honeywell, the Duncan City Council could be purchasing $22,172 worth of water meter modules for the Water Distribution Department.
During Tuesday’s regular meeting of the City Council, the council members will discuss purchasing the water meter modules from Elster Solutions LLC.
According to a memo from City Manager Jim Frieda, “Under the terms of the contract with Honeywell, we are obligated to purchase Elster water meter modules to ensure the conditions to qualify for the accuracy guarantee and warranty are met. We have been unable to purchase modules or receive warranty replacements since July 2012. Honeywell has officially notified us these modules are no longer being made and therefore are no longer available.”
Because of no longer being able to get the water modules previously used by the city, Honeywell proposed to use a newer version of the water module. The company is also planning to replace 8,000 water modules in late July, at no cost to the City of Duncan because the existing modules are failing to meet the read rate as required by the contract between the City of Duncan and Honeywell.
“All of our shelf stock of modules has been depleted, except for about two dozen new modules we recently received. Therefore, we need to purchase water meter modules for installation on current and pending projects, for new meter requests and to re-establish warehouse stock,” according to the memo.
An additional agenda item would also have the Duncan City Council purchasing $80,220 in water meters from Elster.
As with the water meter modules, the city is obligated to purchase the water meters from Elster. This is specified through a contract with Honeywell. The last shelf stock of meters was delivered June 25, 2012.
According to another memo from Frieda, “We have been unable to purchase meters or receive warranty replacements since that time. We were officially notified Jan. 30, 2013, these meters are no longer being made and therefore are no longer available.
“As a result, Honeywell has proposed the use of Badger meters as being compliant with the terms of the contract. Oklahoma Contractors Supply is the only authorized dealer for Badger meters in Oklahoma. However, we did secure a bid from Elster for Badger meters as well.
The Duncan City Council is set to meet at 5:15 p.m. Tuesday in the Duncan City Council Chambers.
