Bond proposal

Scheduling an election in February for Duncan voters to decide the future of a $20 million bond proposal and a 1/2-cent sales tax increase will once again top the agenda for Duncan’s City Council at its regular meeting Tuesday night.
The election resolutions necessary to put the issues on the ballot were not ready to be approved at the Nov. 14 meeting, forcing the decision to be postponed.
According to City Manager Clyde Shaw, the election documents have now been received, and both Keith McDonald and Allen Brooks, the city’s bond counsel, will attend the meeting to present the resolutions and to answer questions.
The $20 million bond proposal would generate the funding for a major street and water main reconstruction project in Duncan. A prioritized list of needed repairs, already compiled by engineers and the city manager and approved by the council in October, will be included in the election resolution.
The companion proposal: the 1/2-cent sales tax, would raise the approximate 3/4-million dollars annually needed for repayment of the bonds.
In other business, the council will consider Christmas bonuses for city employees; approving a use-on-review zoning request to allow a tattoo parlor and body piercing shop to operate in Deer Creek Plaza, and condemnation proceedings to acquire the right of way needed to complete the Beech Avenue bridge replacement project.
The council will also receive a financial update from City Clerk Gerald Morris, and adjourn into executive session with CityAattorney Jim Freida to discuss a pending action, investigation or claim against the city.
Immediately following the council meeting, the Duncan Public Utilities Authority will convene to discuss increasing the wind power rates for electric customers to 1.8 cents per killowatt hour and consent agenda items such as the awarding of bids and equipment rental.
The meetings begin at 5:15 p.m. in the council chambers in the Duncan Police Administration building at the corner of Seventh and Willow.
