Water models get OK

FEMA to fund project

The Federal Emergency Management Agency will have one more addition when updating floodplain maps for Stephens County.

The Duncan City Council voted Tuesday evening to allow two models created in 2002 to be included in the map upgrading process.

Two models, hydrologic and hydraulic, were originally part of a Storm Water Management plan that ultimately failed to be approved because of public opposition.

Despite dissent, the models remain valid, said Scott Vaughn, acting city manager, said.

City Manager Clyde Shaw was not present at the meeting.

Hydrologic plans basically assess how much rain is going to fall and how a community can contend with that, Vaughn noted, while hydraulic plans show how a community is able to deal with the rain with what is already in place.

The models were created for Willow Creek from Bois d’Arc to Elder.

Inclusion in the FEMA map update will not change any existing home or business floodplain status, Vaughn said.

The main thing, he said, is that the maps will be more accurate, although it could affect future development.

The project is being funded solely by FEMA.

In other business, the council approved the following items from the consent agenda:

n Payment of $54,918.98 to England Construction for work on the Waterline Relocation for Elk Avenue Improvements project.

n Payment of $2,992.50 to Midstate Traffic Control Inc. for detector loop replacement on U.S. Highway 81.

n Payment of $257,931.83 to T&G Construction for work on the revenue bond road improvements 2007 project.

n Payment of $24,052.82 to Miller Construction for work on the waterline improvements 2006-07 project.

n Acceptance of various rights of way and easements; authorizing payment for a 2007 revenue bond road improvements project.

n Acceptance of various rights of way for the library access road project.

n Contract renewal with Duncan Public School District for a school resource officer.

n Contract renewal with DPS to allow the Duncan Police Department to supply off-duty police officers to work at extracurricular activities sponsored by the school district.

n Repairing bar screens at the Wastewater Treatment Plant at a cost not to exceed $16,000.
