Council approves concessionaire applicant for lake

Once again, Duncan Lake will have a concessionaire.

During Tuesday’s Duncan Lakes Commission meeting, members heard from and approved from recommendation one applicant for the lake’s concession. The applicant, Ray Springer, brought with him the idea to carry groceries, along with the required bait and tackle.

“It’s something I’ve always wanted to do,” Springer said. “I never had the opportunity. This is an opportunity.”

He said he wanted to make the concession a family venture. As a concessionaire, Springer will get paid $200 per month and 10 percent of the permit sales.

The item will be put on the agenda for the next Duncan Utilities Authority meeting. The meeting will be at 5:15 p.m. Tuesday in the Duncan Council Chambers.

In other action:

n The commission discussed a bid received for a pavilion at Lake Fuqua. Originally, bids were being sought for the fish houses and spur dike, in addition to the pavilion. But the only bid received was for the pavilion.

The bid in question came from Dillon Construction. Public Works Director Scott Vaughn said the bid was acceptable and should be considered by the board.

“It actually came in with very good prices,” Vaughn said.

The bid tab included the price of the pavilion alone and a price including the pavilion and the alternative bids. The alternatives included a water-line and faucet, grills and parking.

Vaughn said members had several options in dealing with the pavilion bid. The options included:

1. Reject the lone bid for the pavilion.

2. Award of the pavilion only and transfer enough funds to pay for the project.

3. Award the pavilion and all alternate bids, and transfer enough funds to pay for the project.

The board chose and approved Option 3 for recommendation to the City Council.

With this approved, members had two more options. These options dealt with road repairs at the lakes. The options were:

1. Request carryover of all remaining funds, except overlay roads.

2. Request use of the remaining funds for overlay roads.

Although Vaughn recommended for the commission to approve Option 2, members approved Option 1.

n Members talked about the lakes commission’s 10th annual carp tournament. The tournament will take place June 6-7.

The lake for the weighing hasn’t been chosen. The weighing usually occurs at Clear Creek Lake.
